Ukreximbank and Agence Française de Développement Signed a Letter of Intent to Support War-Affected Communities

On June 25, 2026, during the International Ukraine Recovery Conference in Gdańsk, Ukreximbank and French public financial institution Agence Française de Développement (AFD) signed a Letter of Intent to develop cooperation aimed at supporting the resilience and sustainable development of local communities in Ukraine.

Under the agreements reached, Ukreximbank plans to mobilize financial instruments totaling up to EUR 45 million, including:

  • a credit line of up to EUR 25 million;
  • guarantee instruments of up to EUR 10 million;
  • an investment grant supported by the European Commission within the Ukraine Investment Framework;
  • technical assistance from the European Commission to strengthen institutional capacity and improve project implementation quality.

The proposed financial instruments are intended to expand access to resources for communities  restoring critical infrastructure, modernizing social services, and ensuring the development of war-affected territories.

It is expected that this will help strengthen the financial capacity of communities, accelerate local economic recovery, and promote the adoption of modern approaches to management and investment planning.

It is important for us to provide communities with effective financing instruments and enhance their economic resilience,” said Viktor Ponomarenko, Chairman of the Management Board of Ukreximbank.

Background:

The representative office of the Agence Française de Développement (AFD) began its operations in Ukraine in 2024. To facilitate its activities, an Inter-Governmental Agreement  was concluded between the Governments of Ukraine and France.

As of end of 2025, AFD engaged for more than 65M€ in Ukraine (35 M€ of loans and 30 M€ in grant) with different Ukrainian municipality in different sectors such as health, transport and water and sanitation In 2024–2027, AFD plans to implement projects in Ukraine totaling EUR 450 million, including EUR 50 million in grants and EUR 400 million in loan financing.
